In Bloemfontein, Zeda Car Rental and Tours (Pty) Ltd was founded in 1967. Federale Volksbeleggings Bpk, a Sanlam division, purchased a majority stake in the company shortly after. Federale formed a joint venture with Avis Rent A Car Systems Incorporated not long after.

The Avis Rent a Car brand is formally introduced in South Africa in 1969, when Zeda Car Rental and Tours adopts the Avis Rent a Car name.

The firm flourished steadily after adopting the Avis name, and by 1972, the automobile rental business had extended to Johannesburg, Durban, and Cape Town. Glenn van Heerden joined the company during this time.

The company, now known as Zeda Holdings (Pty) Ltd, has expanded to become the largest licensee outside of the United States. The company began to expand beyond its borders, with sub-licensees in Angola, Madagascar, Malawi, Mozambique, Zambia, and Zimbabwe, as well as sub-licensees in Botswana, Lesotho, Namibia, and Swaziland.

In 1991, Zeda Holdings signed a deal with the worldwide corporation that gave them access to the Wizard real-time, on-line computer system, which is used by Avis operations all over the world.

The name Federale changed multiple times before being renamed Servgro International Limited in 1992. In August 1992, Servgro went public on the Johannesburg stock exchange, with Servgro owning 85 percent of the stock and Avis top management owning 15 percent.
